He's very knowledgeable, will play different harps for you over the phone and has many j-harps for under $25. You may want to buy a Khomus from him. They're beautiful, well crafted, easy to play and pack a punch for the size. They're over your budget but well worth it. Otherwise, you can try the $12 Cambodian bamboo harps.
